The INCITEMENT TO RIOT is a master firebrand, a natural source of trouble. Throw caution to the wind and molotovs to the SecOps by rallying the milling masses of CY into howling mobs to carry out your directions (hopefully). The upper crust are no friends of troublemakers, and if you try to whip up too many frenzies too often you'll find yourself in someone's crosshairs.
